片區(qū)位于三亞中心城區(qū)東南部,是三亞開發(fā)最早的濱海度假區(qū),擁有約3公里連續(xù)開放的優(yōu)質(zhì)海岸線。自1990年代以來(lái),大東海始終是國(guó)內(nèi)外度假旅客感受三亞熱帶濱海魅力的重要目的地;因擁有完全開放的海灘資源且與老城區(qū)緊密銜接,這里也是城市公共生活最為集中、最具活力的濱??臻g之一。
Located in the southeastern part of Sanya's central urban district, Dadonghai Area is the city's earliest developed coastal resort. It features approximately 3 kilometers of continuous high-quality coastline. Since the 1990s, Dadonghai has been a key destination for domestic and international tourists to experience Sanya's tropical coastal charm. Owing to its fully open beaches and close connection to the old downtown, Dadonghai also stands as one of the most vibrant coastal spaces for the city's public life.

Over the years, Dadonghai has evolved into an open coastal district where tourism and local urban life are deeply intertwined. It has been designated as a national 4A-level tourist attraction.

大東海片區(qū)經(jīng)過(guò)多年發(fā)展,已形成較為完善的“吃住行游購(gòu)?qiáng)省被A(chǔ)配套;但同時(shí),片區(qū)空間品質(zhì)老化、交通組織不暢、旅游設(shè)施及業(yè)態(tài)吸引力不足等問(wèn)題也日益顯現(xiàn),并逐漸制約其整體品質(zhì)與國(guó)際影響力的進(jìn)一步提升。
After decades of development, the Dadonghai Area has established a relatively complete set of tourism and lifestyle facilities covering dining, accommodation, transportation, leisure, shopping, and entertainment. However, challenging issues such as aging spatial quality, inefficient traffic circulation, and the lack of attractive tourism facilities and commercial offerings have become increasingly evident, restricting the area's capacity to elevate its overall standard and international influence.
在海南自由貿(mào)易港建設(shè)持續(xù)推進(jìn)、三亞加快打造國(guó)際旅游消費(fèi)集聚區(qū)的背景下,大東海片區(qū)亟需通過(guò)城市更新這一關(guān)鍵抓手,推動(dòng)其由傳統(tǒng)濱海景區(qū)向高品質(zhì)、國(guó)際化、復(fù)合型的城市型濱海度假區(qū)全面升級(jí)。
As the Hainan Free Trade Port advances and Sanya accelerates its rise as an international tourism and consumption hub, the Dadonghai Area must leverage urban renewal as a key driver, to transform from a traditional seaside resort into a high-quality, international, and mixed-use urban coastal destination.

《三亞市城市更新專項(xiàng)規(guī)劃》(2024版)將大東海片區(qū)納入更新范圍。大東海片區(qū)將以“獨(dú)具地域魅力的體驗(yàn)式生活港灣、最具城市活力的城市型濱海度假區(qū)”為發(fā)展愿景,采用綜合更新與微更新改造等多種方式協(xié)同推進(jìn),推動(dòng)片區(qū)整體空間品質(zhì)與產(chǎn)業(yè)能級(jí)的系統(tǒng)提升。
The Dadonghai Area is included in the renewal scope of The Sanya City Urban Renewal Special Plan (2024 Edition). Guided by the vision of creating "a distinctive, experience-driven living harbor with unique regional charm" and "the most vibrant urban coastal resort", the area will enhance its spatial quality and industrial capacity through a systematic approach combining renovation, new construction and other interventions on different scales.
同時(shí),作為海南環(huán)島旅游公路三亞特色旅游圈“鹿回東海”的重要組成部分,大東海片區(qū)致力于推動(dòng)“慢旅深游”,讓游客實(shí)現(xiàn)深層次體驗(yàn)與多環(huán)節(jié)消費(fèi),并整合大東海景區(qū)和鹿回頭景區(qū)相關(guān)資源,開發(fā)主題化、品牌化旅游區(qū),持續(xù)增強(qiáng)旅游吸引力與城市活力。
Positioned within Sanya's signature tourism cluster "Luhuitou-Dadonghai" along the Hainan Coastal Scenic Highway, the Dadonghai Area is set to foster a “slow travel, immersive experience” model that promotes extended stays and diverse spending. By integrating the resources of the Dadonghai and Luhuitou scenic areas, the district will develop themed, branded tourism zones, thereby sustainably boosting its appeal and urban vitality.

Under the above context, International Competition for Conceptual Planning and Design of Sanya Dadonghai Urban Renewal will be launched soon.
本次國(guó)際競(jìng)賽由三亞交投產(chǎn)業(yè)發(fā)展有限公司主辦,有方建筑(深圳)有限公司策劃代理。
This international competition is organized by Sanya Transportation Investment Industrial Development Co., Ltd., and co-organized by Shenzhen Position Architecture Co., Ltd.

本次競(jìng)賽設(shè)計(jì)范圍包括2個(gè)層次,分別為:“片區(qū)更新概念規(guī)劃設(shè)計(jì)”和“重要節(jié)點(diǎn)更新概念方案設(shè)計(jì)”。
The competition comprises two work scopes: "the conceptual planning and design for area renewal", and "the conceptual design for key renewal nodes".
1. 片區(qū)更新概念規(guī)劃設(shè)計(jì)范圍北起北部山體邊界、南至海岸線,西起魯能山海天、東至一號(hào)港灣城,總用地面積約126.8公頃。
The conceptual planning and design scope for area renewal is bounded by the mountain boundary to the north, the coastline to the south, Luneng Shanhaitian Residential Community to the west, and No.1 Harbour City to the east, covering a site area of approximately 126.8 hectares.
2. 重要節(jié)點(diǎn)更新概念方案設(shè)計(jì)范圍的總用地面積約15.52公頃,具體包括:1)大東海廣場(chǎng)與瑞海購(gòu)物商城地塊,用地面積約9.76公頃;2)明月廣場(chǎng)及周邊地塊,用地面積約5.76公頃。
The conceptual design scope for key renewal nodes covers a site area of approximately 15.52 hectares, specifically including: 1) Dadonghai Plaza and Ruihai Shopping Mall plots, covering a site area of approximately 9.76 hectares; 2) Mingyue Plaza and surrounding plots, covering a site area of approximately 5.76 hectares.

1. 片區(qū)更新概念規(guī)劃設(shè)計(jì)

按照系統(tǒng)更新思維,采取綜合更新與微更新相結(jié)合的方式,在綜合研究“鹿回東?!本皡^(qū)和城區(qū)融合發(fā)展的基礎(chǔ)上:
1)提出片區(qū)的未來(lái)發(fā)展研判和總體定位,以“慢旅深游”為目標(biāo)打造主題化、品牌化旅游區(qū),基于更新資源,進(jìn)行片區(qū)業(yè)態(tài)優(yōu)化和產(chǎn)業(yè)升級(jí);
2)提出片區(qū)更新用地功能布局,優(yōu)化完善片區(qū)市政、公共服務(wù)、旅游等配套服務(wù)設(shè)施,明確方案技術(shù)經(jīng)濟(jì)指標(biāo)與區(qū)域統(tǒng)籌平衡策略;
3)改善片區(qū)交通網(wǎng)絡(luò),綜合考慮靜態(tài)停車與地下空間開發(fā),提出片區(qū)慢行系統(tǒng)優(yōu)化方案;
4)提升片區(qū)空間風(fēng)貌,落實(shí)街道全要素與清涼城市建設(shè)理念,重點(diǎn)針對(duì)濱海界面、商業(yè)街道、小微空間等進(jìn)行詳細(xì)空間更新設(shè)計(jì);

Adopt a systematic approach that integrates comprehensive renewal with targeted renovation intervention. This approach should be grounded in a thorough analysis of the "Luhuitou-Dadonghai" tourism cluster and its urban context.
1) Define the area’s future vision and overall positioning. Develop a thematic and branded tourism district with a "slow travel, immersive experience" approach. Elevate the area's industries and business types based on available renewal resources.
2) Propose a land-use and programming plan. Optimize supporting facilities regarding municipal infrastructure, public services, and tourism. Define key technical and economic indicators, along with strategies for overall regional coordination and financial balance.
3) Improve the transportation network, considering both static parking and underground space development. Propose a pedestrian system enhancement plan to improve walkability and connectivity.
4) Enhance the area's spatialentity. Based on holistic street design and "cool city" principles, propose detailed design schemes for key areas such as coastal streetscapes, commercial streets, and small-scale public spaces.
5) Conduct an economic feasibility analysis for the area renewal and propose funding strategies. For different intervention types such as preservation, renovation, adaptive reuse, and new construction, provide corresponding implementation strategies and phased development recommendations.
2. 重要節(jié)點(diǎn)更新概念方案設(shè)計(jì)
Conceptual Design Scope for Key Renewal Nodes
重要節(jié)點(diǎn)更新概念方案設(shè)計(jì)包括“大東海廣場(chǎng)與瑞海購(gòu)物商城地塊”和“明月廣場(chǎng)及周邊地塊”兩個(gè)節(jié)點(diǎn),綜合分析現(xiàn)狀條件、產(chǎn)業(yè)業(yè)態(tài)和旅居功能,提出明確的更新設(shè)計(jì)理念與策略,包括平面布局、土地利用、功能業(yè)態(tài)、空間形態(tài)、交通組織、公共空間、技術(shù)指標(biāo)等內(nèi)容。
The conceptual design scope for key renewal nodes shall focus on two sites:: "the Dadonghai Plaza and Ruihai Shopping Mall plots" and "the Mingyue Plaza and surrounding plots". The design shall be based on a comprehensive analysis of existing conditions, commercial programs, and tourism-living functions. For each node, a clear design concept and renewal strategy shall be proposed, addressing the following components: site master plan, land use, functional programming, spatial form, traffic organization, public spaces, and key technical indicators.
1)大東海廣場(chǎng)與瑞海購(gòu)物商城地塊:進(jìn)行一體化更新設(shè)計(jì),重點(diǎn)考慮地下空間開發(fā)、與濱海岸線的銜接、完善相關(guān)配套以及解決景區(qū)停車難等問(wèn)題。瑞海購(gòu)物商城地塊宜考慮酒店及住宅等業(yè)態(tài)開發(fā),用于平衡更新資金,打造片區(qū)標(biāo)志性建筑節(jié)點(diǎn)和開放空間;
2)明月廣場(chǎng)及周邊地塊:結(jié)合區(qū)域旅游配套和新業(yè)態(tài)引入,增補(bǔ)旅游服務(wù)功能,考慮植入酒店及住宿等經(jīng)濟(jì)性業(yè)態(tài),用于平衡更新資金,打造集多功能于一體的綜合性旅游服務(wù)樞紐。
1) Dadonghai Plaza and Ruihai Shopping Mall plots: propose an integrated renewal scheme. Address key issues such as developing underground space, creating seamless connections to the beachfront, upgrading supporting facilities and alleviating parking shortages. The Ruihai Shopping Mall plot may accommodate revenue-generating programs (e.g. hotel, residential) to support financial balance, while also creating a landmark architectural node and high-quality open space for the area.
2) Mingyue Plaza and surrounding plots: In coordination with regional tourism facilities and the introduction of new programs, the proposal shall enhance tourism service functions. Consider adding revenue-generating uses such as hotel accommodation to support financial balance, and establish a multifunctional tourism service hub.
本次競(jìng)賽采取“公開征集”的方式,分為資格預(yù)審、方案競(jìng)賽、成果整合3個(gè)階段。
This competition adopts the form of "open procedure", which is conducted in 3 phases: pre-qualification, design competition, and design integration.
第一階段:資格預(yù)審
Phase I: Pre-qualification
主辦方依法組建資格預(yù)審委員會(huì)。資格預(yù)審委員會(huì)對(duì)有效參賽申請(qǐng)人的概念提案、綜合實(shí)力、主創(chuàng)設(shè)計(jì)師實(shí)力及團(tuán)隊(duì)同類項(xiàng)目經(jīng)驗(yàn)等進(jìn)行綜合評(píng)審,評(píng)選出5個(gè)入圍申請(qǐng)人(無(wú)排序)和2個(gè)備選申請(qǐng)人(有排序)。入圍申請(qǐng)人按要求遞交《參賽確認(rèn)函》后,進(jìn)入下一階段;如有退出則由備選申請(qǐng)人依序替補(bǔ)。
The organizer will establish the Pre-qualification Panel. The Pre-qualification Panel will evaluate the valid application documents in terms of the concept proposal, the team's comprehensive competency, chief designers' capability and the team's relevant design experience. Five shortlisted applicants (without ranking) and two alternative applicants (with ranking) will be selected. The shortlisted applicants should submit the stamped Confirmation Letter as required to enter the design competition phase. If any of the shortlisted applicants withdraws, the alternative applicants will replace in ranking order.
第二階段:方案競(jìng)賽
Phase II: Design Competition
主辦方組織入圍申請(qǐng)人現(xiàn)場(chǎng)踏勘,進(jìn)行技術(shù)交底;5個(gè)入圍申請(qǐng)人按要求進(jìn)行中期匯報(bào)(線上會(huì)議),并按規(guī)定時(shí)間提交最終設(shè)計(jì)成果。
The five shortlisted applicants should participate in a site visit and technical briefing session, then conduct a mid-term presentation (online meeting) as required and submit design scheme submissions within the specified time.
主辦方依法組建方案評(píng)審委員會(huì)。入圍申請(qǐng)人的主創(chuàng)設(shè)計(jì)師須進(jìn)行方案匯報(bào)和現(xiàn)場(chǎng)答辯,方案評(píng)審委員會(huì)對(duì)5個(gè)入圍申請(qǐng)人提交的有效設(shè)計(jì)成果進(jìn)行詳細(xì)審閱、充分討論,出具書面評(píng)審意見,評(píng)選出1個(gè)一等獎(jiǎng)、1個(gè)二等獎(jiǎng)和3個(gè)優(yōu)秀獎(jiǎng)(無(wú)排序)。
The organizer will establish the Design Evaluation Panel. Chief designers of the shortlisted applicants will conduct a presentation and Q&A during the design evaluation meeting. The panel will thoroughly review all valid design scheme submissions, engage in full discussions, and provide written comments. One First Prize, one Second Prize and three Excellence Prizes (without ranking) will be selected.
第三階段:成果整合
Phase III: Design Integration
一等獎(jiǎng)及二等獎(jiǎng)團(tuán)隊(duì)根據(jù)專家評(píng)審意見和主辦方意見,開展一輪方案優(yōu)化工作(初步預(yù)計(jì)于競(jìng)賽結(jié)果公布后1個(gè)月內(nèi)提交)。
Both the First Prize and Second Prize winners shall conduct one round of design scheme optimization based on the feedback from the jury panel and the organizer (estimated to be submitted within one month after the announcement of the competition results).
一等獎(jiǎng)團(tuán)隊(duì)負(fù)責(zé)本次競(jìng)賽成果的總體整合工作,整合成果將作為后續(xù)城市更新實(shí)施方案編制及片區(qū)開發(fā)的重要技術(shù)參考。二等獎(jiǎng)團(tuán)隊(duì)需對(duì)本團(tuán)隊(duì)競(jìng)賽成果進(jìn)行優(yōu)化,提交主辦方作為后續(xù)輔助參考。
The First Prize winner shall be responsible for the overall integration of the design submissions. The outcome will serve as an important technical reference for the preparation of subsequent urban renewal implementation plans and future development of the area. The Second Prize winner shall optimize its own design submission and submit the revised materials to the organizer as supplementary reference for subsequent work.
注:后續(xù)該片區(qū)相關(guān)法定規(guī)劃的編制工作將由主辦方另行組織,并依法委托具備相應(yīng)資質(zhì)的單位承擔(dān)。
Note: the drafting of the relevant statutory plans for this area will be organized separately by the organizer and legally entrusted to a qualified entity.
資格預(yù)審入圍申請(qǐng)人,其方案競(jìng)賽成果經(jīng)方案評(píng)審委員會(huì)評(píng)定為滿足本次競(jìng)賽設(shè)計(jì)要求的,獲得相應(yīng)的競(jìng)賽獎(jiǎng)金。競(jìng)賽獎(jiǎng)金總額為人民幣430萬(wàn)元(含稅),以下為具體獎(jiǎng)項(xiàng)及獎(jiǎng)金設(shè)置:
The shortlisted applicants, whose design scheme submissions meet the competition requirements determined by the Design Evaluation Panel, will receive corresponding prize money. The total prize money is RMB 4.3 million (tax inclusive). The prizes and prize money are set as follows:
1. 本次競(jìng)賽不設(shè)資質(zhì)要求。
There is no design qualification requirement.
2. 設(shè)計(jì)機(jī)構(gòu)可單獨(dú)作為參賽申請(qǐng)人報(bào)名,或與其他設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參賽申請(qǐng)人(以下簡(jiǎn)稱聯(lián)合體)報(bào)名。
A company could apply alone as an applicant, or form a consortium applicant (hereinafter referred to as consortium) with another company.
3. 境內(nèi)參賽申請(qǐng)人應(yīng)具有獨(dú)立法人資格(依照《中華人民共和國(guó)合伙企業(yè)法》合法設(shè)立的設(shè)計(jì)事務(wù)所除外),并提供有效的營(yíng)業(yè)執(zhí)照;境外(含港澳臺(tái)地區(qū))參賽申請(qǐng)人應(yīng)為合法注冊(cè)的企業(yè)或機(jī)構(gòu),并提供有效的商業(yè)登記證明。不接受個(gè)人或個(gè)人組合的報(bào)名。
The domestic applicant should be an independent legal entity (except for a design studio legally established according to The Partnership Enterprise Law of the People's Republic of China) with a valid business license. The overseas (including Hong Kong, Macao and Taiwan) applicant should be a legal company or institution with a valid business registration certificate. Application from an individual or a group of individuals is not accepted.
4. 法定代表人(合伙人)為同一個(gè)人的兩個(gè)及兩個(gè)以上的企業(yè)或機(jī)構(gòu),母公司及其全資子公司,存在控股、管理關(guān)系的公司,不得同時(shí)報(bào)名。
Two or more legal entities with the same legal representative (business partner), a parent company and its wholly-owned subsidiaries, and companies that have a holding or management relationship are not allowed to apply as different applicants at the same time.
5. 參賽申請(qǐng)人須在報(bào)名文件中指定1名主創(chuàng)設(shè)計(jì)師。主創(chuàng)設(shè)計(jì)師須真正負(fù)責(zé)本項(xiàng)目,主持競(jìng)賽工作全過(guò)程,須出席踏勘及技術(shù)交底會(huì)、中期匯報(bào)(線上會(huì)議)、方案匯報(bào)等重要節(jié)點(diǎn)并負(fù)責(zé)主要匯報(bào)。境外設(shè)計(jì)機(jī)構(gòu)須確保其境外設(shè)計(jì)主創(chuàng)的實(shí)際參與。
The applicant must designate one chief designer. The chief designer must take full responsibility for the project, and lead the entire competition work process. The chief designer is required to attend the site visit and technical briefing session, mid-term presentation (online meeting), and design evaluation meeting. The chief designer should deliver the presentation speech. Overseas design companies must ensure that their overseas chief designers actually participate in the design work.
6. 聯(lián)合體須符合以下要求:
The consortium should meet the following requirements:
1)聯(lián)合體成員(含聯(lián)合體牽頭方)數(shù)量不超過(guò)2家,聯(lián)合體各方不得再單獨(dú)或以其他名義與其他設(shè)計(jì)機(jī)構(gòu)組成其他聯(lián)合體參與報(bào)名;
2)聯(lián)合體雙方需簽署合法有效的《聯(lián)合體協(xié)議》,并明確牽頭方、各個(gè)設(shè)計(jì)階段的分工方式、權(quán)益分配比例等;
3)主創(chuàng)設(shè)計(jì)師須為牽頭方人員。
1) One consortium consists of no more than two members (including the leading member). Each member of the consortium should not apply alone or participate in another consortium;
2) The consortium members should sign a legal Consortium Agreement, to specify the leading member, work distribution in each design phase, equity share, etc;
3) The chief designer should be personnel from the leading member company.
7. 鼓勵(lì)參賽團(tuán)隊(duì)由城市規(guī)劃、文旅策劃、交通規(guī)劃、建筑設(shè)計(jì)、景觀設(shè)計(jì)等多專業(yè)人員組成。
Applicants are encouraged to form multidisciplinary teams comprising professionals in city planning, cultural and tourism planning, transportation planning, architectural design, landscape design, etc.
注:參賽擬派的主創(chuàng)設(shè)計(jì)師應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員。為保證參賽申請(qǐng)人對(duì)本次競(jìng)賽相關(guān)要求有準(zhǔn)確理解,主要設(shè)計(jì)人員中應(yīng)至少有1名以漢語(yǔ)為母語(yǔ)的成員。在本次競(jìng)賽過(guò)程中,如發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與遞交材料中的人員不符,主辦方有權(quán)取消其參賽資格。
Note: The chief designers proposed for the competition must be registered personnel of the design company. To ensure an accurate understanding of the competition requirements, at least one of the main design team members should be a native Chinese speaker. The organizer reserves the right to disqualify any applicant if it is found that the actual chief designer does not match the person in the document submitted.
